Because Jim Quattrone is one of the most gun friendly sheriffs in NYS.
2A rights were one of his main issues when he ran for sheriff.
He is not enforcing the SafeAct in Chautauqua Co.
He is a lifelong gun owner and has always been vehemently against the Safe Act.

Chautauqua Co is one of the easiest countys to get a PP.
Sheriff is strongly against gun control.
Issuing judge is extremely pro gun.
Prosecutor is very pro gun.
Judge Cass dismissed only Safe Act court case with prejudice. Didnt even want to hear it.
