It's never as straight forward as it sounds. I actually like this channel and watch it regularly. But this video baits you by trying to make it seem as it was for the airsoft guns alone. But 1 out of the 22 "firearms" was actually a stripped gun. The DA has a legitimate case here.

No. Federal law. I only mentioned NYC because of how ridiculous it is on a normal day. They are emboldened right now. Enough to prosecute someone even if all 22 were airsoft guns.NY law or ATF regs ( not a law )

A bare receiver can't be a firearm under NY law, because in NY rifles and shotguns *are not* firearms. If they were they would have to be on a pistol permit.
A bare receiver without a barrel can't be a firearm under NY law because you can’t tell if it will be finished as a rifle (not a firearm) or a pistol (a firearm) until the barrel length and overall length are established.
The federal definition of "firearm" isn't relevant, because it's not illegal under federal law to have one unregistered.

But they abandoned the rule of law a while ago, so they do what they want regardless.
Technically you are correct the ONE is still a firearm. But as the video says she was renting these out for rapper music videos. Its clear what her intention for owning these were for. Anyone with any sense in justice would NOT charge her.

The definition of a firearm is whatever the hell the arresting officer and DA says it is. Nothing more, nothing less. They can ruin your life without a conviction.
