I live in NYC (I know, I know, I should move) and I am a current holder of an NYC shotgun/rifle permit. I have been trying to apply for a Premise Residence handgun license for the past 5 months. The application web site states:
"Current or Former Licensees or Permit Holders
If you currently have, or have ever had, a license or permit from the New York City Police Department License Division and you wish to apply for an additional handgun license or rifle/shotgun permit, you must contact the License Division at (646) 610-5551 for further instructions before registering your account."
I tried calling that number at least 20-30 times. Different times of the day, different days of the week. It ALWAYS goes to voice mail and voice messages are never returned. Out of desperation, I tried calling another number (for renewals) and someone accidentally picked up the phone. They said that I need a "PIN" to apply and they cannot generate a PIN for me because the system was not working at the moment. They asked me to call the next day and of course since then nobody ever picks up the phone.
What can I do at this point to submit my application? I understand the application process takes a long time, but I cannot even BEGIN applying because of the stupid system. I even tried registering as a new applicant (it failed and said my info is already in the system). I even tried emailing them using an address they list on the answering machine on their renewal phone line, nobody responded.
Does anyone know how to get this magical "PIN"? It's starting to look like a deliberate sabotage by NYPD because it's very easy for them to just ignore these voice messages and hope that eventually people will get tired of calling.
