They are also telling anyone in NYC to apply for their CCW and if you get denied to let them know and FPC will happily sue NYC again

The lawsuits will be what they call an article 78 here. It is a court order for the government to do something rather than for money. Chicago attempted to do the same thing and got destroyed in court. A threat was made by the court to make Chicago a constitutional carry area if they didn’t comply.

Can’t you file a federal lawsuit for infringement? I’d suppose it would go to the state first.

Nope. An article 78 is used when the government decision is in violation of the law or court decision to order the government’s compliance. It’s after they refuse to comply with such an order does the court impose fines etc. An individual lawsuit for money isn’t in the cards . Bruen isn’t making money on his landmark case is he?
To make money from the lawsuit in such a case, you would need to prove monetary damages.
