NYC Premise permit

Maybe the members can help. I currently have a NYC Premise permit, In the next couple of months I will hopefully be buying a small house in South Carolina which for the time being will be a vacation home and eventually when my in-laws pass will become permanent. When I buy I want to transferee my handguns down there. Currently in NYC I have to renew registration every 3 years in order to keep guns, what if anyone knows is the procedure for the transfer?

1) Pack handguns in locked storage and place out of reach of the driver.
2) Pack ammo in locked storage and place out of reach of the driver.
3) Drive to SC.
4) At NY border stop and take a selfie while giving two middle fingers to NY.

There's no "transfer" because South Carolina does not require any permit to possess a handgun at home. That's a New York thing.

Simply move, with your guns, to your new home, and within 10 days contact NYPD at DG_LIC‐Purchaseorders@NYPD.ORG to request a change of address form.

As Grimscale said, lock up the guns without ammo for transport to comply with Federal law on transportation.

If you’re legally allowed to own guns in NYS you are legally allowed to own them in SC. As others said lock gun in lockbox unloaded and drive to SC and store them in a safe. If you want you can keep your NYC permit as well. Just be sure you do not bring over capacity magazines into NYS.

When I moved my domicile from New Yorkistan to North Carolina in 2018, I was able to keep my upstate NY CCW. You should read up on the 2013 2nd Circuit decision (Barrett as I recall) that detailed how you are able to keep it when moving from NY if you already have it. At that time, NC accepted the NY permit, while SC did not. I also had a PA CCW that allowed me to carry thru PA when I drove back to NY. The roads from Buffalo to Charlotte do not take you through MD, so with a PA CCW, I was (and still am) good to go.

IIRC, as of December 2024, out of staters can now apply for a NY CCW, - at least in NYC anyway? And ironically, the NYC carry permit is valid across the entirety of New Yorkistan, although it appears to still be an insane and costly and time consuming gauntlet to run to get one.

One issue you can run into, is if you sell one of your handguns (legally) outside of New Yorkistan in a private sale, as the local PPO will NOT take it off of your NY permit.

I later moved to SC (outside Charlotte), where they did not accept other states permits. So I got a SC permit, because later, when my NC permit expired, I could not keep it when living in SC. SC and NC did have mutual reciprocity, but moving from NC to SC, they did require me to get an SC permit to carry legally. As C3D said, there is no permit required to simply keep handguns in your home in SC.

That has all changed. Now, with Constitutional Carry here in SC, permits are no longer required. Private sales continue to be legal between residents of SC. It is a different world. Open carry is legal, and you will see that occasionally. And none of the New Yorkistan BS, - if you buy a gun in a store, you fill out the NICS, and take it home with you right then. There are some small nuances in the law that I have not kept up with since I do have a SC CCW permit, so they do not apply the same as they do if you do not have a permit.

It is a firearm friendly world down here. What the anti-gun states would consider as an "arsenal", is considered a "small collection" down here. And the number of people with guns is pretty staggering compared to those in New Yorkistan. Hell, even people who don't carry here are pretty well armed at home. Virtually all of my neighbors are well armed. It was shocking moving here from NY to be honest.

And everything is legal here: "standard capacity" magazines, suppressors, and other NFA items. It is truly a different world down here.

As others here have stated, pack them up unloaded, etc, and drive on down with them. And be sure to stop just outside the NY border, and salute the fuckers as you see fit, - you will feel immediate joy when you do.

Additionally: on the drive, take it easy and make certain ALL lights on your vehicle are working perfectly, including on your license plate bracket. Avoid other anti-gun states whenever possible. And do not transport hollow point ammunition in NJ as they treat the mere possession of them as a jailable offense despite FOPA. It is not worth the risk of a NJ cop with a hard on against gun owners if you get stopped. Maybe ship them?

It sound like OP doesn’t want to keep his NYC permit. If I’m reading it correctly, I think OP wants to transfer his handgun to SC because he doesn’t want to deal with the NYC 3yr renewal process/ fees?

Answer: SC does not require a permit to own handguns. After you purchase your SC home. Pack up all your handguns and drive them down to the SC home. Write a letter to your NYC PLB to advise them you moved all your handguns out of state and to cancel your NYC permit.

(if that’s your intention.)

Just a reminder that a PA LTCF is not required to carry through PA. Non-residents who possess a pistol permit from their home state can legally carry in a vehicle in any fashion, and can openly carry outside their vehicle.

That said, it's always a good idea to get a PA LTCF. They're cheap and easy to obtain.
