I don't believe so.
Reading their memorandum, this only appears to cover the time period from the date of this memorandum to 8/31/22. At that point the new grossly over-restrictive laws take effect and this emergency rule is rendered moot.
While I am surprised they didn't just say "fuck off til 9/1/22", I don't see this as NYPD coming to their senses, nor a harbinger of any decision that will be positive for law-abiding citizens who hope to exercise their Rights vs. the quite unConstitutional and illegal CCIA.
But, please, prove me wrong!
I mean the first court date for the GOA case is in like 6 days

So, my upstate NY Unrestricted permit says on the back: “If issued outside of New York City, not valid to carry a weapon in New York City unless approved by the police commissioner of that city.”
Hmmmmnn…, so that makes me wonder: It seems like their Emergency procedures are saying that all applications submitted BEFORE 09/01/2022 will be approved WITHOUT having to submit proof of a “special need” like was required prior to BRUEN.
Maybe NOW is the time to simply submit a request in writing to the NYC police commissioner asking for approval to carry in NYC??? If I do and they approve it, then I would have the right to carry there AFTER 09/01/2022???
Just wondering…. Anybody here know the address where I should send my letter to?

The NYPD couldn’t change that even if they wanted to. That’s state law.
But after this new law is successfully challenged, maybe that’s the new case to take up.
But the good news is that the NYPD appears to be allowing normal citizens to apply for the special permit to let you carry in NYC.

I believe the answer is yes. If they approve it, you can carry after 9/1/2022. Where you will still be allowed to carry in NYC after 9/1/2022 I don’t know.
But if you think they will accept your application and approve you, why not apply. If they approve you thinking this new law will prevent you from carrying , and the new law is struck down by the courts , who’s the real winner?
