From the first line of the release: "New York City and its Police Department were buffeted by conflicting forces in 2020, as a historic low in overall index crime was accompanied by significant upticks in homicides, shootings, burglaries and car thefts. "
I'm not sure how one issue a headline that crime is at a record low, but so goes it.
And if you want to go back 12 months for some hilarity, read this NY Times article from exactly a year ago saying there's no reason to believe the 2019 uptick in shootings was going to be a trend.
