From what I gathered it sounds like NYS did their own wind study and the wind speeds were inaccurate and reported to be half of what they actually are. NYS did the study seemingly to save mo way and it backfired. IMO it’s 100% NYS fault. Who would pay $2 million for each windmill anyway?? That’s an absurd Amount of money.
