They will find it will actually cost them money. I will no longer buy ammo in NYS because the background check and this will just strengthen that idea. I’m going to pa in a few months and if I don’t buy some ammo privately I’ll buy some when I’m in pa. This will happen many times over and over.

And now that ammunition sales have been restricted, controls put in place, out of State restrictions, et.al. they now have sufficient control to implement a tax which had better match the back ground check done for the purchase... Most of us can and will get around it, criminals won't give a fuck, and the casual user/sportsman will be fucked once again.

What everyone does not understand is that if New York State does place a special tax on ammo, it will be like the tax on cigarettes which if purchased out of state cannot be legally brought back into NY State. Bringing untaxed ammo into the state will put you in the possible position to be prosecuted for tax evasion!

Show me in the law where it says that? Show me where you can’t buy cigarettes in PA or an Indian reservation and you can’t bring them to NYS. Untaxed cigarettes without a tax stamp are illegal if not bought on a reservation but none of what you said is actually true or proposed. Even coming internationally all you have to do is pay a duty just like the reservation where you can buy a certain amount and it’s no issue.

I seriously doubt that NYS will come up with a scheme to put a tax stamp on boxes of ammo like cigarettes have. Further, I doubt that NYS has anyone working for the State that is intelligent enough to roll out an operation of this magnitude.
What about all the millions of boxes of ammunition that are already in the hands of the people ? How are they going to deal with them ? The State can't possibly place tax stamps on them, nor can they say they weren't purchased here and are therefore in violation.
Your idea that NYS can do this in the manner you described is just like serializing every bullet. They might ☆WANT☆ to do that, but logistically it's impossible.

Actually you are supposed to report all out of state purchases on your tax return. If you use it in NY. the tax is actually called sales and use tax.

We pay tax now and even an excise tax above sales tax. You may not see the excise tax but it’s figured in on every gun and ammo purchase through the Pittman act.
