Because we can't punish the criminals, you see. That would impair their ability to vote Democrat. Now, the hard working upstanding citizen types, they're a threat, because they might vote against the establishment. So, anything they stand for or might do must be criminalized, so that once they have a felony conviction, they're effectively neutered (because they're law-abiding and would never, say, possess a gun again). So, ultimately, fewer opposing votes.
