I've always heard it referred to as pretty much arm's length away. Interesting; so a flatter bullet (7mm R Mag, .300 Win Mag) could conceivably be called 'point blank range' at up to 300 yards... Myth Busting Big Game Calibers

Back to the original video, man that was scary to watch, and painful to listen to him calling for help. Even when the cops call for help, it's minutes away. I did roll my eyes at first about him threatening to taze when the guy wouldn't stop walking (and refused to remove his hands), but maybe he was known to the police. I wonder if the police agency ended up paying for his camera? I'm sure local donations would have poured in after that.
