First off, I really want to avoid just giving things away, period.
That being said, why the fuck is there zero help for anyone in the middle class? Being middle class is like being on the event horizon of poverty where you're constantly struggling to not be sucked in. The government does absolutely nothing to help people in the middle stay there. There is no sliding scale between getting tons of benefits for being poor, and getting nothing if you're wealthy and don't need the help.
That's why I really hate a lot of assistance programs that ignore the middle.

I'm kind of in favor of this law, at least in spirit but not in the way it's being advanced in practice. I don't like handouts either but internet connectivity is today what electrification was in the 1930s: the thing needed to bring people out of abject poverty and into a decent standard of living. I'm forced to use satellite internet where I live and it sucks.
For the record, I make too much to qualify for this program, which just goes to show (as @libertysnake stated above) the Middle Class gets absolutely screwed while the poor get everything. In short, I'll be paying to provide a service to another that I need but won't be able to get because my income is "too high." Trust me I'm nowhere near to making six figures.
I'm also against the price controls. I think everyone should be able to get it wherever they live if they want it and can afford it but not on my dime.

That means that any market where $15/month service can't be sold profitably will not have any providers at any cost.
That's going to suck for the people who are willing to pay more. They won't be served at all anyway.
Not sure what this will do to the satellite providers. They can't say "we just don't serve that market", and they certainly can't deliver their service for $15/month.

Why should a private business be required to run and maintain 30 miles of coaxial just because you decided to live in the middle of nowhere? Even at market cost that's a massive loss, let alone a mandated $15 a month. It can easily cost over $10,000 per mile to run coaxial cable by the time you pay lawyers, right of ways, buy the cable, pay for needed machinery like bucket trucks / trenchers, worker labor, etc.
All that privacy comes with trade offs, maybe not having access to high speed data is one of them.

Thats what I'm thinking. The assholes at spectrum just raised internet prices a few months ago. $70 a month is ridiculous but there's no competition so it's either pay it or have shitty or no service. I can't see them not raising prices again to make up for the loss they'll take on the low income houses.
There are too many regulations and rules in these liberal shithole states for someone trying to start a competing business.

I have an aunt that quits her job just before she makes too much to qualify for government assistance. I think that is wrong on both parts. Forcing that to happen, and doing it.
Of course they are using their stimulus for a nice cruise, not to get ahead on finances.

Don’t they already get an Obama phone with internet access? What is internet needed for? Plenty of jobs you can get to by bus and drop off an application too? Isn’t there a library close by or a county employment office for this? If they want it they will get it. Duck I do t want to get up at 7:00am to run a side job for a few hundred bucks but I want that Camaro SS so I’m going to do it and bust my ass to get it done. My back and shoulder hurts but I’ll still do it.
