I have heard that you need to be a leo or know someone in Oneida county, but I am in Onondaga and they said that about here and I have an unrestricted, so.

Honest answer, I've heard of some people getting unrestricted in Oneida, but I can't even get the form to ask the judge myself. The people in the office won't even give it to me, even though I work in a prison (albeit as a civilian). I've even heard of some Correctional Officers not getting unrestricted, ridiculous! I thought Judge Dwyer's term was done but apparently not..
I would assume that since you don't know, you don't have one. Sorry about that. (Don't take that to mean that I think the system is right.}
I don't know what the magic reasons might be there in Oneida County, but if it is true that they won't even give out the form for you to apply for an Unrestricted permit, it sure sounds like they need to have their asses secretly filmed and then sued by a worthy applicant with a perfect record and deep pockets.
Aside from that, here are some possible reasons that people have used elsewhere in NY, and were granted Unrestricted:
You own a business, and you sometimes or often work alone, and / or at odd hours...
You travel (for work?) to high crime areas, and want to be able to defend yourself...
You carry large sums of money for work (one man's large is another's not so large, but who knows exactly how much is "large"?)...
You want to be able to defend yourself from undesirable and violent persons in society...
You have been the victim of violent crime(s) in the past (if that applies to you)...
You like to go camping, fishing, running, etc. by yourself, and want to be able to defend yourself if need be. (proof of previous fishing licenses may be helpful)...

Saw a friend yesterday, who just got his restrictions lifted in Oneida county. Asked him how he went about it, -- he lives in the city of Rome. He said he just wrote a letter referencing several incidents in his immediate neighborhood, including home break-ins, strong-arm muggings, armed robberies and 1 hostage situation, that occured over a period of a few months in his area. He mentioned that he & his wife were genuinely in fear when returning home to an empty house late in the evening. Restriction lifted. Hope this may help someone.

....as was explained to me, -- when I first got my 'restricted' permit, -- (Restrictions were later lifted) - "you belong to a club / range that has 24 hour range access, - so you are always going to, or coming from shooting at the range - no problem."

I have been in Dan's office countless times when people ask for the application to remove restrictions and most of Post 7 don't even work.

Doc, the "more' to the story you refer to may be that he presented the letter in person and had a nice talk with Dan about his concerns. The man in question who got the restriction removed, - this wan't just a casual conversation about how he did it - I worked side by side with this guy for 30 years and asked a bunch of questions about it. Sometimes, attitude is everything, I remember years ago, a couple other guys were running the office, - a guy comes in, asks for information on getting his permit -- one of the guys asked him, "Why do you want your pistol permit?", - he started pounding his fist on the desk and saying quite loudly -- " because it;s my god-damn right under the 2nd ammendment, yadda, yadda, etc. -- and got quite irrate. Needess to say, he did not get an application.

At pistol office today, Dec. 1 - Dan said that right now, 6 months to the day seems to be the norm, in Oneida county for those who are eagerly awaitng their permits. For you guys needing to do transfers, in central Oneida county, Mike's Cycle & Sport Shop, Turin Rd. - Town of Lee just did one for me where they had to pick up the firearm from the Rome P. D. - as the pistol in question had to be surrendered by an estate. -- If this happens, only an FFL can retrieve it under the present laws. They were nice enough to help me out here, and pick up the gun and put it one their books so the transfer could be done. The charge wasn't very much. He will do normal transfers for $ 35.00. If you call, ask for Mike, he handles the gun stuff.

I wrote a letter to the judge saying I wanted to get permits from other states for traveling and other states did not recognize restricted permits. Done
Mine has been unrestricted since I got it in 1961. Wife got permit so if anything happened to me she could retain the guns. She worked nite shift as nurse in Rome hospital. One nite when she went out to parking lot, she found all windows smashed and inside was rifled. I then had her apply to have restrictions lifted because late nite, dark and unpatrolled parking lot. It worked.
I am a peace officer and was told I needed to be on the job for 5 years before my restrictions would be lifted based off of that status alone; however, I can carry under HR218 throughout the entire United States...makes no sense.
