Oneida county - you HAVE TO complete an accepted pistol-safety course BEFORE they will give you an application for a pistol permit. Wait time seems to be about 6 months, after submitting paperwork. Their number is 315-798-5821.

A friend of mine turned in her application on October 2. She just got her approval letter last week. So, roughly 7 months.
I think you still need 4 references. Most new licenses are “restricted”.
You need to have a “compelling reason” to get unrestricted.
Safety course is first. Then you pick up the application in person.
If you live in Rome or Utica, you deal with the respective city police dept. Every other Oneida County resident deals with the sheriff dept. You get fingerprinted at the police station and turn in the application at that point.
They send all of the paperwork to everybody, etc.
Unless it's changed in the past several years, an approval comes from the pistol office. A denial (or request for a hearing) comes from the county courthouse.

Weird, didn't get a ping notice, just happened to see the thread. Everyone gave great info - I got mine 10 years ago but I haven't heard of much changing except the wait times.
As said, you WILL get "restricted" from the get-go. I waited a few years, took a few classes.. That seemed to help.
Some counties make you buy the pistol first before submitting application, but this seems stupid to me as you can't even handle anything (legally/technically) without the state's permission slip. Oneida you don't purchase until you get the approval letter. But your friend can certainly start saving up for ammo now..

I got mine ten years ago.
nothing more to add other than I got unrestricted from day one.
My reason won’t be the same as yours.
Part of it was I was always traveling for military so my wife and I both needed permits.
Dan told me when I picked up our permits we should’ve requested unrestricted for the wife as it would’ve been granted.
