Article said she was just detained for 7 minutes. If she really did look just like the girl who committed the crime, that doesn't seem unreasonable.

If the "looked like her" was just that they were both black girls the same size wearing similar jackets, maybe that's not "probable" enough for me to consider it justified.

Handcuffing an 11 year old really depends on the details. What was the alleged crime ? How mature was she ? etc...

But, no matter what those details work out to be, they're not wrong that you need to make every effort to get the parents involved ASAP for an 11 year old.

Whatever the circumstance, There should be NO QUESTIONING of a minor suspect until a parent and/or lawyer is present and gives consent to answer questions. They are not able to fully understand or give consent to waive their rights.

she shouldn't be in cuff either unless she was kicking and biting and needed to be controlled ..
