So he was in possession of a ghost gun, unreported to the ATF self manufactured pistol receivers, an non neutered non SAFE act compliant rifle, body armor and magazines over 10 rounds. Well they currently are against the law. Regardless of the political BS, to stay legal in NY all must comply while the courts workout the cases.
The "...ammunition and electronics...." is interesting. I don't 3D print but they aren't illegal to purchase unless NY law make them such if use for created a ghost firearm. That's a tough charge to prove unless 3D printers leave some sort of individual unique manufacturing print. The ammunition charge is beyond me.
They aren't reporting much on what circumstances and evidence use to actually attain a warrant. If he was to be a future trigger shooter they would has claimed the accolades for preventing an incident. So we don't really know what information was used to get the warrant.

Does that mean if I wanted to make my own gun, for my personal use (not sell it), I can't in NYS?

Correct, as of last year I believe, at a state level. They also made 80% receivers a no-no. I suppose if you found a 07 FFL that serialized and registered one you could do the work yourself, maybe.

I really want to make a gun from scratch and possibly make my own custom caliber. Not 3D print, I mean actually make one as a project using traditional means of turning. Was thinking off of a 1911 platform.
Guess I live in the wrong state to want to educate myself and to have a respectable hobby.

A couple years ago it was doable to put a homebuilt on a permit. If you really want to build and be legal eagle find a FFL that can serialize a 80% for you. Its stupid but keeps you out of the pokey.
Sidenote- I am told 1911s are a blast to build. Its actual building vs drilling some holes with a jig. Jerry Kuhnhausen has some invaluable books if you do not have them already.
