Yes it is (or was) I know of a couple of guys that got $500 from the normal NYS unemployment AND an additional $600 from the Feds! One of them is 40 something and still lives with mommy and daddy and pays nothing but his truck payment/insurance and cell phone and is constantly broke! I laughed my ass of when I found his old employer doesn't want him back.
