It’s legal but there is a specific type allowed. You have to look it up online, I can’t recall off-hand.
Be careful with both of these. Depends on intent. If you carry these items and use them for the sole purpose of warding off a bad guy, it could come back to bite in the ass.

i think in NYC your allowed a can of pepper spray of .0012 ounces .. in the country 1 lb bear spray cans .. 
Do you know if there are any areas where she would be restricted from carrying it?

You certainly couldn’t carry it in a court house.
No where in particular besides places like courthouses and such that have metal detectors. Probably many of the touristy spots, 9/11 Museum, etc.

Legal, correct. And it's "supposed" to be purchased from an FFL or pharmacist only with a form to be filled out by the purchaser. This "form" (D-17) is actually more intrusive than a 4473 as it asks for a SSN and doesn't give the opt out that a 4473 does. As mentioned, courthouses are a no go. I've also seen persons snagged at the entry of certain venues (concerts, museums, etc.) during handbag searches upon entry. I've also seen the pepper spray returned to them upon departure. The attachments are older, although I have not seen them updated by the NYSP so they are true to my knowledge. My preferred brand is the Mace attached. I recommend that persons say, should they ever have to use it and are asked where is their proof of purchase, that they got it at the Christmas party from the grab bag.

if your carrying wasp spray for defense remember in can only be used on WASP's .. ( White Anglo-Saxon Protestant's )
