But the elite can keep their rifles outside the city limits if they want a rifle with more than 5 rounds like anyone else can. It only applies to those long guns that enter the city limits. If a city dweller can find a friend or business to hold it for them outside the city limits, they can have a rifle with more than 5 rounds. It came up in a court challenge before the Heller decision .
