They knew the occupants.
Mistaken identity on the dead guy.
Perhaps knowing those involved, back up was necessary.
If the guy was going to shoot, why didn't he opened fire through the open window? Suicide by cop?

The slide would have locked open before the 2nd cop stopped shooting if he were a NY resident.
