I would think the Pacific Ocean would be a suitable water storage facility.
There is no rule that fires must be extinguished with fresh water.
They could run a permanent standpipe, hydrant, and sprinkler system straight up all the mountains; a couple of drafting setups with some booster pumps and voila! , beaucoup firefighting water.

Would need to build 2 parallel distribution networks then, one for salt and one for fresh.
They could have provisions to pump salt water into the existing network in an emergency though.

You have obviously never worked for the gubmint you problem solver you. Maintaining the status quo is the desired result and is accomplished without any pesky problem solving. The status quo relies on extracting money from and holding a grip on power over the people while providing valuable services like false promises, constantly shifting scandals with syncro-meshed lockstep narratives, DEI, identity politics with a side of division and money laundering through the make work and no show jobs to campaign cash for politician and crony pockets pipeline.
