Easy solutions: 1. In person registration with SS card and State issued Real ID or Passport to really vet and verify individuals identity. Verify residents physical address and who own's it and who lives there (lease, utility bills, etc.) 2. IP address and cell phone verification that matches your real address (show the monthly billing invoices) and allows you to access the class and quiz's/tests. 3. Camera on for all online class participants while working on the coursework. 4. Zoom class check-in weekly (camera on)with the TA or Professor with short Q&A. 5. online quiz's with camera on and monitored by Prof and or TA. 6. Require a hand written portion of test and quiz answers that are then photographed and texted in real time.

Big fines to the California community colleges (the colleges have to pay back the loans/grants plus fines and interest) who process loans for illegals.I would guess 50%+ of California community college students are undocumented, so that won't work.

This would be difficult as most ISPs utilize dynamic IP Addressing schemes. You would have to have a way to query the ISP to verify that the requesting IP Address was assigned to a specific modem, at a specific location, under a specific account. All are privacy violations that should require a warrant to get (though we know ISPs can be quick to sell that info to the .gov if they are offered enough).2. Then you would have to prove that the modem and networking hardware at that site is secured against unauthorized access (at one point Spectrum wanted to rent people a cable modem with a built in wifi connection and advertised it as a free open access point for anyone).
