This whole thing confuses me. What happens if you move out of state and either mail your permit back or just let your permit lapse? NY can't go after you, you are not a NY resident and aren't living there anymore. I guess you'll get a different answer from each county right?
Or just re-certify and keep your permit so you have it if you ever return.
I have thought about this, and as bs as the whole NYS permit process is to go through should I ever come back, I just don't know if I'd want NY to continue to have that over me. Plus, what address would I use for my NY permit, a family member's?

I hadn't realized they allowed out of state residents to keep or get permits. As for what they would have over me, I'm talking about having NY continue to know that I own the guns on my permit and potentially still have the ability to pull said permit and try to jam me up somehow. Perhaps that is a bit paranoid though. Plus, like @VietnamEraVet mentioned, his former pistol clerk tried telling him not to sell any handguns on his NY permit in NC. Obviously he did and nothing came of it, but I can understand the possibility of a gun he sold in NC being used illegally and being traced back to him since it would have still been on his NY permit. This would obviously be cleared up as far as proving he sold the gun legally and that he isn't responsible. But what is the penalty for selling a handgun that is on your permit and not reporting it and having your permit amended? I could see NYS trying to get you for that. Again, I don't know.
They don't allow out of state residents to get permits, but to keep is another matter and it is explicitly spelled out on the troopers website under the re-certify section.
The easy answer is hold onto your NYS permit. Don’t come back with a gun not listed on the permit.
They do allow out of state people to get permits. It was a SCOTUS case about dual residency. And even NYC allows NJ residents to get a gun permit if they have a business in the city.

What risk? You have a permit and are carrying a gun listed on it......
If you have a valid NY permit and are carrying a pistol listed on it, what possible argument could they make that you'd have trouble because the address listed on it doesn't say NY ?
You aren't a resident of NY. Please don't tell me how you couldn't see how a cop seeing you with a driver's license from another state could lead to problems.
Your NY pistol permit would have a matching address to your out of state drivers license. Furthermore, they can run the permit to verify its validity.

Haven't had to, but there are instructions to have your county mail you a new or replacement and forms to change address info online if you want. Regardless the permit is valid and the very people who are in charge of re-certification expressly say such and give detailed instructions of how out of state people may do such. Relax. It's valid.
It says it must be reported to the superintendent of the state police. No other notification is required. See PL400.
So what have we learned??? You can recertify with the nys police with your out of state address, but if your county decides to not go along with it, you are fucked. Exactly the stupid bullshit I am trying to move away from!!! Fuck NY and it's pistol permit. Why would I want to take such a potential headache with me to a state that doesn't require a permit to own handguns? It only requires one for ccw which is super easy to get and doesn't list the handguns you own on it.
Not sure why you think the county would create a problem. You’re following the law and following the instructions specifically laid out for this exact situation. I’ve seen NY permits with out of state addresses printed on them before. I think you are creating problems in your mind that do not exist. Do what you wish though.
Many counties refuse to change your address to an out of state one. Some do and some don’t.
Doesn't matter. PL400 states such change must be reported to the state police only. No mention of local county offices is made. Update where required and it is valid, per the law.
The county may not cause any problems. I'm just going to have to call the permit office and ask.
