So, section 230 of the Communications Decency Act, basically protected tech companies if a user was doing something illicit on their platform. They're not the ones personally responsible, and they generally moderate their own platform how they see fit.
With the new clause of "knowingly" thrown into the clarification of section 230, it really opens up providers of services on the internet to liability. The article asserts that moderation on platforms and forums will either become non-existant (IE, the platform can't be blamed if they don't moderate at all), or they'll just become draconian and limit free speech to an extreme extent, in order to avoid the liability of "knowing" that a behavior is taking place on the forums.
Personally, I think the latter will happen. It'll be much harder to "prove" you didn't "know" about it, than it will be to just look for keywords and ban posts or articles based on that.
This could go full blown 1984 real fast...
