No witnesses "and no street cameras are in the area."
I am not saying this is a law enforcement issue (I am conflicted and ambiguous at best about "community policing") but this tells me what I already know. We're doing it wrong, from a policy perspective. Why no witnesses to a broad daylight shooting willing to come forward?
