You might want to e-mail the NYSP pistol licensing bureau; they are in a better position to answer your question.

Unfortunately, they are not the last word. It would be up to the DA to indict or not based on the penal law. So some NYSP officer might choose not to charge someone, which would be great, but without something to point to in the penal law that says this is okay, one would be rolling the dice to assume this would be allowed.

We are very close to seeing that happen, Defilade. HR 822 (National Reciprocity Bill) passed the House of Representatives last week by a wide margin. The bill is now in the U.S. Senate awaiting anticipated approval-- then on to President Trump's desk for his signature.

My error; Thanks for bring it to my attention. HR 822 was passed back in 2013 and the U.S. Senate did not act on it. But I am very confident that HR 38 will pass in the House of Representatives then U.S. Senate and Presidential approval will follow suit shortly thereafter. The below link is a commentary from a NY firearms attorney on how the National Reciprocal Carry Act will affect us New Yorkers with or without a pistol license.

NATIONAL CONCEALED CARRY RECIPROCITY vs. NEW YORK STATE GUN LAWS

According to the commentary; a Vermont resident needs an non-resident pistol license to carry in all 50 states. A New Jersey resident with a FL or other non-resident PL can carry in NYC, NY and the 49 states but a Westchester or other NY County Pistol licensee can not carry his pistol in NYC unless the retired police officer endorsement is stamped. A resident of New York State who does NOT have a NYS pistol license but an out-of-state resident PL can not use such license to carry/possess a handgun in his home state but can do so in the other 49 states.

At this point, this is all just a dream, however, your second paragraph does not match up with the link you provided just above it.
