PP recert: Loophole or Blackhole?

Serious question here but requires laying some groundwork.

- SAFE states that all PP's issued before January 15, 2013 be renewed by Jan 31, 2018.

- After that date all permits must be renewed every five years.

- Going forward it seems that any permit issued Feb 1, 2013 would require renewal on that date five years later. Make sense?

- So basically, the deadline for permits issued before Jan 15, 2013 is Jan 31, 2018 and permits issued Feb 1, 2013 must renew one day later.

Here's the question, when do permits issued Jan 16-31, 2013 renew? They will already be five years old and technically expired by the Jan 31, 2018 deadline. Yet the way the edict was written they don't have to renew by Jan 31, 2018. So when DO they renew? Do they get a free pass (yeah right!), are they automatically subject to revocation?

Is this another faux pas by monkeyface that reeks of inept design like across the board seven round mag limits, or muzzle breaks?

Can this loophole/blackhole create a judicial reason to force the emperor to delay this additional infringement?

State and county law enforcement say they do not plan to pursue criminal charges against pistol permit holders who fail to recertify their permits by Jan. 31.

In recent months, state and county officials have raised concern that failing to extend the recertification deadline would turn thousands of law-biding pistol-owners into criminals overnight.

The recertification requirement was passed in 2013 as part of the New York Secure Ammunition and Firearms Enforcement Act, which mandates that permit holders re-certify every five years. Only those who acquired their permits before Jan. 15, 2013, are subject to the Jan. 31 deadline.

NYSP decided on its own not to charge permit holders who fail to re-certify, according to a spokesman.


Pistol deadline won't be enforced by sheriff's office, state police

Can't leave it up to individual sheriff's. The ambiguity doesn't lend itself to consistency across the state.

I haven't read a medical book since 1996 lol. Having the ability is one thing. Having the desire at 9:32 am on a Saturday is another.

No they won't charge you criminally and they will "help you" come into compliance [while we hold your firearms after you get your letter to surrender them and we take months to ensure you can still have them] is left out.

So I have until 12/08/2019 to recert.

it says if you were issued a permit AFTER 1-15-13 you much recertify 5 years after the date you receive your permit. So if you got your permit on 1-16-2013, your renewal date should be 1-16 -2018. So those people have til Monday to recertify

You'd think so, right?
The statute seems to imply that the first renewal deadline is 1/31/18. That leaves the dates in question in limbo.

Your renewal permit will be valid for five years. Why would you renew after ~three years? Doesn't make sense.

Maybe mine will be the one to screw thewhole system.
