Printed 'Non-Weapon'

Printed AR lowers have been out for a couple years with great success for what they are. Unfortunately spooky ghost guns are not able to manufactured in NY because they are too scary, No homemade recievers can be made. What if it was not a AR lower that was bring printed but something else, like a non-firearm?
37mm launchers are unregulated. Its not a firearm, its a tool. Recently a printed launcher was released as an AR upper.
Mated together it should be a unregulated non firearm even in NY. I would be interested to see what the courts would have to say about that. No, I'm not interested in spending 10's of thousands in legal fees to find out personally.

Your question is confusing to me. What exactly are you asking about printing? If you were to print some type of flare launcher which uses a proprietary lower receiver for it (non firearm), then since it's not regulated and does not require a federal background check, it shouldn't be an issue in NYS. If you have a launcher upper mated to an AR lower reciever, that doesn't change the fact that the lower is still a regulated firearm. It can shoot soda cans, flares, potatoes, tshirts, or 5.56, it doesn't matter because it's still a firearm frame regardless what it's shooting.

So, does that mean if I start selling a chamber insert for the plastic Walmart flare guns that will let them fire a real .410 round without blowing up that all of them everywhere will become firearms ?

No.

You should be able to sell an insert for a flare pistol because it is not considered to be a firearm by itself. Make as many as you'd like, they already exist anyways.

Some of these inserts are classified as a part like a barrel and simply aren't regulated for sales and purchase. I have inserts for my shotgun, they are barrels, not firearms. An AR-15 lower that has been stripped is considered to be a firearm on a federal level. Once you install your insert and it is used to convert a flare gun into a single shot pistol in NYS, that is when I suppose it becomes an unserialized unregistered "ghost gun" pistol in the state.
