Do cops have instruments which measure the percentage of light that is allowed to pass through the tinted glass? If not, how are they able to determine if a ticket should be issued when they think a window tinting may exceed the legal standard??

I found this out the hard way... Bought my grandfather's accord from Texas. Looked like factory tints. Took it to get inspected and they gave me this crap. Said its not factory blah blah.

It's such a pain in this state.

I am not quite there. I do believe that some vehicles should be exempt. On duty police vehicles as an example. Limos would be fine as well for the rears.Not many others. Not the elected elite either!

Why should LEO vehicles be exempt? Seriously, to what end do LEOs need an exemption from this or any law?
