Just a question, what's to prevent me from showing up at the DMV, and claiming to be Zacharia Rabinowitz 25 year old Mexican citizen who just walked across the peace bridge on foot then getting an official government ID ?

Honestly I'm not sure. With facial recognition, maybe any picture taken would flag you in the system if you had a recent photograph, but I am merely speculating there.
