Has anyone bought a non compliant long gun had it shipped to PA and keep it in PA? If so, do the receiving FFLs regularly do this across the border for NYS residents? I know they don't do this for handguns.

AFAIK the gun must be legal in the state you reside in. Have bought guns out of state before and usually the FFL will not transfer it to you if they have any question about the legality of the gun in your state of residence or if they have any question about your actual residence. Have encountered both of these scenarios first hand.
All guns you buy out of state have to be legal in the state of your residency and the state they are bought in.

I read that as "Take 183 days of vacation in PA each year."
You can change your residency easily. 30 days establishes residency in most states. Change your driver’s license and rent a place to live. Of course income taxes will have to be considered when moving around. Some states tax your income no mater where you are making your money.

PA income tax afaik is less than NY. IE, free money.

My wife wants to stay within range of NYC for work purposes. But if she is only going to NYC every so often, or not at all, then we're out.

From the sources that I have gathered, it has to be NYS legal, no matter where it is shipped to. A pity since NYS-legal rifles are almost impossible to find anywhere.

Yes. As far as Federal rules go you can buy long guns in any state and undergo the background check at the point of sale whether in person or shipped to your FFL here in NYS. The gun must be legal in the state you legally reside in so even if you have property in another state you can't use that address unless it is your legal residence. There are probably many quasi-legal work arounds if you own property in two different states but I haven't explored them. Many out of state FFL's can be wary of things being legal/illegal in NYS even when they might be and you swear that they are, That is the issue with many companies who won't ship things here, just not worth the potential trouble that they could incur. Some states may not allow the transfer by state law to an out of state resident. Private sales of any guns is limited to residents of the same state so buying from a private party from another state without transferring through an FFL/NICS is illegal at the federal level and both parties are breaking the law. If you are trying to purchase something that is not NYS legal (especially something particularly black or evil) from another state the FFL probably won't perform the transfer to you. They aren't going to risk their business and license over it. If you have property in PA and ID from PA even if you don't live there full-time then you are officially a PA resident (at least on paper and as long as no one starts digging to deep into your life on things like place of employment, taxes, etc.). Also don't forget lying on the 4473 is a crime.

I will likely take that route. Keep the 'evil parts' over there and assemble as needed to stay in compliance.

You can’t have a drivers license in two states but you can have a drivers license in one and a non-driver ID in another, just saying...
