My guess is they're targeting the trailer-train railroad cars. In 87 I worked for Conrail, thieves would target the trucks on trains on the main line and throw stuff off. A single padlock secures the doors.
Rail yards are too big to secure as suggested, how would the trains get out?
Trained dogs and trained guards with ARs and night vision would act as a deterrent. Take the fight to the criminals.

Short of calling out the National Guard, the RR police are far outgunned and outnumbered by the bad guys in those yards. I can understand why they might not want to beef up security.
Better still, would be to allow the thieves to be shot dead on sight. Actually, that seems like a good solution for anarchists behavior as well.
