Private sales of gunpowder have not been outlawed in NY as far as I know but hey it is the PRNY we are talking about.

Most powder storage for private citizens can be found in local fire ordnances. If you are a retailer then the ATF and the other jurisdictions which issued the explosives license have regulations to follow.

BATFE regulates and licenses for "Black Powder"
Smokeless is regulated by the NYS Dept. of Labor, and they're literally fucking clueless.
Shop has to keep (2) separate Powder Magazines: Metal Buildings with wood lines interior, Two locked and divided access Doors. (think outside door, and a Mud Room with another locked Door into the House) for smokeless powder. The Second Magazine is also a metal building with a wooden interior, a wood lined, steel chest with locking lid, and dual control padlocks on the outside...doesn't matter if it's one can or a ton.
Not supposed to Keep Powder inside the Shop, but there is a gray area where some canisters are allowed under the auspices of sales in progress, even then it's to be placed into a Wooden Chest with a locking Lid.
Really, it a fucking pain in the ass to be in compliance, and to top it off, a List with the Names, Address, and Phone Number, amount, and type is to be maintained for each sale.
