Everyone I've spoken to has a different opinion on it. Every LEO I've spoken to says that they would not arrest for an ar15, features or not. The ny gestapo isn't going to risk their precious safe act being thrown out in court arresting someone with an un-appoxied fixed mag. They don't want to open that can of worms.
