There is nothing in the text of the law requiring epoxy. There is nothing in the law giving guidance on what "fixed" is. The whole epoxy thing comes from the NYSP safe act guidance website.

Everyone I've spoken to has a different opinion on it. Every LEO I've spoken to says that they would not arrest for an ar15, features or not. Just nothing over 10rd.

Sounds about right.
If you read through the text of the law there is nothing about fixed mag, only detachable mag. Detachable magazine being the first qualifier for an AW. If your gun doesn't have a detachable mag, then it doesn't qualify as an AW, no matter what other features it has. But there is no guidance in the text of the law on what constitutes a fixed magazine.
The NYSP put together an info graphic for the safe act back when it was first passed to "try and help people comply". It gave bs advice on what is legal using methods that are not addressed in the law, like putting epoxy over the set screw on the magazine button or "making things perminant".
This is just my .02 cents.
The ny gestapo isn't going to risk their precious safe act being thrown out in court arresting someone with an un-appoxied fixed mag. They don't want to open that can of worms.
