Might be my reading comprehension skills, but.... I don't see it. I read it that, if after the 3 day wait, a firearm is transferred, and then found that it shouldn't have been, the requirement is to notify the appropriate law enforcement agency as noted.
ETA: Apparently, it is my comprehension. I'm guessing the title is telling us that they voted AGAINST the proposed legislation.
