So... they want to have more penalties on gun owners who have their guns stolen, all while NY makes the list of gun owners public and visible so they're easy to steal? Got it.
Let's say it passes. What's the penalty for this? Normally if someone is stealing something you shouldn't get into a fight if you can help it -- fuck it, stolen things can be replaced. Not worth risking a life.
But what if you suspect they stole a gun, and if they commit a crime with the stolen gun, it will carry a huge penalty for you? Are you obligated to hold them there via lethal force? Are you permitted to use lethal force if you think they could have stole a gun? It just begs a lot of really questionable responses in the moment that a firearms owner has to consider in that situation.
At the end of the day, it's the person who steals the gun who is in the wrong. We shouldn't penalize the gun owner unless it's something really negligent like leaving a loaded gun just on the ground outside your house, or something insane like that.
