Replica firearms possession in NY

Just learned that it is illegal for a business to sell a non firing, non functioning replica firearm to anyone in NYS. You can have a real firearm shipped to your FFL but it's illegal to have a "realistic toy gun" to shipped to NY?

My question is, it may be illegal to have a toy gun shipped to NYS...but it can't be illegal to own one.....correct?
