They may base it on who owns an AR, AK, etc. Chances are those owners have standard capacity mags.
No facts to support this, or many other articles.

Aren't the NJSP much more openly anti gun than the NYSP? There's some pretty damning videos showing how hostile NJSP can be towards gun owners. I've never personally had any experience with them but I've never had a bad experience with the NYSP. All quite positive.
