Rso needed at private gun range

I'm the chairman of my clubs rifle and pistol range and a member is claiming that we need an rso and sometimes a chief rso present when we use the range our range is not open to the public but we are allowed guest's if this is the case or range is effectively finished in that all my rso's are volunteers dose anyone have a clear understanding of this? the only thing i could find on line is that public ranges are required to have an rso present

None of the ranges in my area have RSOs present. I just sign in and sign out. No one is there. There are video cameras, but they are used for property destruction rather than spying on people.

Personally, I like shooting by myself... less distractions and less likely something to happen. I also like it because I'm not waiting on other people or having them waiting for me. And I don't like having people watch me, especially ones that want to give me their "advice". I come there to shoot my guns, get more proficient, clean up and get out.

Ours has no RSO. We are a private club. No way we can put someone on the payroll 7 days a week, morning to night. We have cameras as well but are for security and monitoring. We've had no related incidents or injuries.

Thanks. I've most always lived out in the sticks and have been able to walk out my back door and plink at will. Little over a year ago I moved to a bit more populated area and don't have the same luxuries as I did before. So I joined a club in Camillus NY, my 1st "organized" shooting experience. I'm and not aware of any on site RSOs. Members are expected to follow the rules, and the rules are posted all over the place.

What does club bylaws say? What about clubs policies (e.g. range use and rules)? I'd also check to see what the club's insurance policy requires. This is really a question for the club's board and attorney if applicable.

I belong to a private club since 2013. Never had a rso until 3 years ago. People kept doing stupid shit like shooting tvs, frying pans etc…
RSI would sit in their vehicle and every so often drive up n down the 8 pistol bays and rifle range to see if “bad stuff” was going on.
I haven’t seen one in a while so maybe everyone is behaving

People today need supervision.................Tannerite has been banned at ranges because of idiots; real 50's too at many ranges.

We had to institute "no shooting" while members are shooting downrange changing targets...and use OJ chamber plugs for those not walking.

I have a private range that I used sparingly for ammo testing. Neighbors miles away can her it and report shooting. The NYSP range in Rome on Rt 26 can be heard a long way so when they shoot, I shoot.,

I'm guessing your member isn't volunteering to play RSO every weekend, or coordinate the manpower to staff the ranges.

Depending on your bylaws (many private clubs don't have them and this is a liability) most clubs only require a RSO if having an event. Having one designated helps identify the tasks and responsibilities for each person facilitating the event. It CAN work out well for everyone. The RSO usually gives the welcome and safety brief, sets the tone of what should be happening to make the event go smooth and safe. That is in a perfect world where events want to go smoothly and correct. Each club SHOULD identify a RSO to be the point of contact for safety related concerns and topics. But, again, that is in a perfect world. Yes, many clubs just wing it and around here most are sign in sign out. But for organized events, having assigned jobs, tasks, and responsibilities becomes important to keeping an event fun and avoiding arguments or issues.

Sounds like this "member" needs to have has application renewal continually moved to the bottom of the pile for a bit. Private clubs are not required to have a full time RSO, and its better if they don't. My club never had one for ever and then some idiots did some dumb shit like shooting old appliances and frying pans, had some ricochets land up on the patio outside the club and BOOM, rso was on the prowl after that. I don't need or want someone looking over my shoulder every time I go to the range. I joined this particular club JUST for the privacy of 9 pistol bays surrounded by berms that yiu were pretty much allowed to do anytning within reason as long as yiu cleaned up after yourself. All it takes is a couple dipshits to ruin it for everyone.

Sounds to me this member is a political troll. I would kindly suggest that they may not be mature enough to be a member of a private club if they have such concerns. They can go to public ranges and when they are comfortable and trust themselves, they could apply for membership again.

I can dig that. I do much of my shooting at my club in the mid-morning on weekdays. It's nice to have the range all to myself. Winter is great, nobody out there in February at 10 am on a Tuesday. I'm trying to buy the land next to me (which is a big gravel pit) for my own personal range. I'll still remain a member of my club, just to support them if nothing else.

I belong to two clubs. Inside RSO are unpaid, we have limited hours. Lots of cameras. I was a member of another inside range, unlimited 24 hour access, no RSO for non league shoots.

The club's insurance company may have something in the policy about RSO's. Is it a big club? If all member's took the RSO course, and maintained RSO certification, that would make the point moot. It has been done in clubs (ask me how I know).

There are better than a dozen Clubs up here: NONE have a "Range Officer" however there are Members of most that will ask if you have a Current Membership, and sell you one if not, otherwise the only time there's ever anything close is during a competition or Training Course (Hunter Safety or Handgun Licensing)...I'm damn lucky to have four Ranges less than ten miles from my house and that many more less than 15.

Agree but they should still read the policy and understand whatever provisions it may require. For example there could be an exclusion from liability if accident occurs if range is operated without RSO present. If I were on the club's board I'd want to understand that.

Also some local ordinances may have requirements (Rochester for instance 99-4) or your insurance. I think people are fixating on a full time guy. Often having one designated who is active and makes visits and shows for events.
