well I have family members who work for the irs. They work in the customer service division. I can tell you they are a department of the treasury which really cannot be merged with their parent organization. because they are already part of it.
they will also do your taxes for you, however you do not want them to do that just because you missed the deadline to file. If you do that they will not give you the benefit of any potential deduction you may claim (they really can’t). If married they will file Married filing separately and give you the standard deduction. So it is best you file or file for an extension.
they used to do taxes for low income people for free. Cannot remember under which president stopped that service.
