Integrally suppressed barrels are a thing.Its a step, but unfortunately an unlikely success.
The biggest problem if it passed would be it could only be put on bolt action rifles. Threaded barrels are a no-no. I guess a tri-lug would be compliant, but still...
An FFL of the right sort in NY could buy any off the shelf suppressor and silver solder it to a barrel for you.
