Normally i have been selling stripped lowers, but have had few customers looking for complete rifles.

I understand they must be compliant, but after made compliant by making mag nonremovable, how do you document.

Do you have a form customer signs?

I would have them sign a statement and include a picture of it, of course that's going to piss some people off.

My FFL has a form you have to sign saying that the stripped lower will be assembled by purchaser to a configuration in accordance with state and federal laws. Basically puts any and all liability on the purchaser.

The OP isn't talking about selling a stripped lower. He's asking about selling a NY compliant AR

If you're an FFL you shouldn't have to ask the question. If the rifle is compliant, it's compliant. No further documentation required to complete the transaction.

Keep your own records. Take photos of completed rifles including serial numbers if you feel so inclined. Asking customers to sign a compliance statement is ridiculous IMO. Particularly when NY has not said what configurations are legal only what features aren’t. You actually don’t know with certainty that what you are selling is compliant.

Yes, that would be a deal breaker and I'd pass up on the sale.

I'm sorry, this looks like a marketplace type solicitation by a vendor. And a vendor who is likely an FFL asking questions of potential clients, which he should know the answers to.

FWIW I thought your earlier post was helpful. I didnt know there were FFL's doing that. They dont have to and I'm not sure why they would.

Good people and I believe in supporting small business.

I would not make the purchaser sign anything. If it were me I would refuse to sign it. I’m not a lawyer and I have not daughter legal counsel on the legality of the riffle. I would rely on the ffl to sell me a compliant riffle.
You as the ffl if you want to document the shot out of it and have the state police superintendent at every AR-15 sale feel free to buy I’m not sign anything. Take pictures, serial numbers, document on the bill of sale that it’s complaint and altering it from current format might make it illegal fine.

Haven't read all the replies but if it were me I'd ask for sworn and notarized documentation that purchaser will adhere to all laws...


Then make sure you documented this advise from some stranger on the Interwebz...



Or maybe ask your ATF contact what's required... just thinking out of the box...

this ^^^ if your buying stripped lowers from X, Y, Z company and making AR's to sell its not good ,.. you need to be a manufacture and have your own lowers made to sell .. seen this rodeo here and the FFL is no longer here ..
