If you do an 80 percent lower all you have to do is give the county clerk a serial number, manufacturer (your name), model and caliber. I may have taught the entire county pistol permit office how to add home made guns on you your license.
After rereading the code I believe you're correct. Features all depend on a detachable mag. Since fixed mag it's now like a rifle - features need not apply. Thanks.

Sorry, while this is all accurate info, I want to pretend for a moment that we are all exempt from this portion of the law.

Am I correct in saying that an AR pistol is basically an AR with a short little barrel and a pistol brace instead of a normal stock. The buffer/spring is different, but every thing else is the same?
If you put it that way, then yes. All the pieces/parts are the same. Most AR pistols use a carbine buffer tube, spring and buffer.

Some have said that 11.5" with mid-length gas runs very reliably and smooth.
Anything out to 14". I have a 7-1/2" and a 12". The shorter they are, the noisier they get, snd the more muzzle flash you will have, too.
Let me clarify: there are pistol buffer tubes, but almost everyone builds a pistol using a carbine length tube and internals.

I run a 12" 6.5 Grendel with mid-length and adjustable gas block. Only a little louder than my 16", about the same recoil, and almost as accurate
I have one that is 7.5 inches and one that is 10.5 inches. If I were to build another o would use a 12.5 or 14.5 inch barrel.

The 7.5 is a toy and brings the velocity down to under 2000 FPS. Massive fireball and concussion too. People build those to show off in the range. No real use.
Most people that really use one for work use a 10.5 or 11.5. The trend seems to be to go 11.5 because there is a significant difference in velocity.

About 130 FPS increase for one more inch. Could mean the difference between expansion or fragmentation at distance or registration or not registration if going from pistol to firearm.

make sure you choose an actual pistol caliber or large bore heavy weight.
The small arms compact rifle calibers a bit of a waste for this type of platform.
If you need to have one of the main four then the 6.8 is possibly the best performing across the board and 10" should be
the minimum and 12 preferable like with any other caliber.

I think that If you go with a glock large frame bottom you can choose many others.
Perhaps one that is often overlooked for pistol is the 9x25 dillon that is like
a little rifle round in a pistol version. same botton will be good for the 357 SIG round or 10mm too.
Another that I like a lot is the tokarev up to 90gr bullets.
But the 9mm will do great if you already have pistol mags in a popular platform like the glock.
For something very short I would choose the 45 and then trade the lost speed for grain.
It all depends what you really want to do with it.
If you want to hunt there are better rounds for that.

So, if you already have a lower that you want to build a pistol with, if it wasn't initially transferred as a pistol when you bought it, you can't take it to the permit office and have them add it as a pistol on your permit?
Have it in 300blk in 10.5". Since I reload, I wanted a .30 cal bullet I can use for hunting & other rifles, cases I use from my 5.56. That with universal AR mag fitment and universal parts availabilty fit my desired niche. Plus, use for suppressor potential when NY is in the rear view mirror.

It really depends on your county I think. I had a lower. I sent a copy of the receipt, filled out the amendment form and my $5. They also instructed me to send a copy of the receipt for the barrel showing length and caliber. 4 weeks later I had my amended permit.
I just followed the instructions from my county - Orange.
How can a stripped lower be transferred as a pistol? It isn't. It's an "other". Neither rifle, pistol, nor shotgun. Same as it's not semi automatic, automatic, single shot, bolt action, etc....
It seems 300blk is a good choice for a pistol build at Least from what I've read. It seems a good choice for a shorter barrel and already optimized to run on a pistol length gas system.
I definitely feel like I got some bad info, but before this Pandemic I was at a local gun store I won't publicly name here, and asked them about buying a stripped lower as a pistol. They said they won't sell it that way because Erie county won't add it to my permit. They claimed because it won't have a caliber etc that a stripped lower couldn't be added.
