SCOPE's FOIL request campaign?

After more than a year i finally got a letter from NYSP asking for my birth date (odd since it was on the request!!) and warning me that there is a fee. I remember SCOPE sent out info on how to respond. I vaguely remember them saying that you shouldn't be charged a fee, but i can't find the info anywhere. I have looked through my email and the SCOPE site but can't seem to locate it. Does anyone remember what SCOPE said to do?

Thanks, but No need. Its only a 15 dollar fee and an additional .25 cents a page. I doubt my file will be substantial, but i just remembered scope issuing a statement about it.
