I was going to purchase just the lower and it’s stated “Rifle lower” but I’m hearing from multiple people that even as a complete lower, FFL will transfer it as a other since it’s just a receiver and not a completed firearm. I just wanted to know if this is true.That one will most likely be transferred as a rifle. You have to see how the factory sends it. That is the way it will be transferred.
The dealer is supposed to transfer it as it came in. If they don't their agent (ATF) guy can screw them over. If it comes in a rifle it is a rifle when it goes out. It's not. It is a receiver. It will be written on the front of 4473 as "Receiver" and the box checked on the second page will be Other.So many mixed answers. I think it’s a rifle though.

Also was planning on making it a pistol.In this instance, what difference does it make if your are handed this firearm listed as receiver, or this firearm listed as rifle? The only time it would matter is if you were aged 18-20.
