The ATF has gone back and forth on the issue whether you can or not. I believe you can now as long as when built you didn't intend to shoulder it. Regardless, no one is at the range measuring to see if you have a centimeter of space between the end of the buffer tube and your shoulder. Even if you do not shoulder it, a good cheek weld keeps the pistol steady.
ATF (around the time if the white paper) went back and said they are cool with you shouldering an arm brace
