Funds for organizations that are Dem supporters and helped fund the elections. Billions going to Dem cities destroyed by their friends BLM and antifa .. you know those peaceful riots when the mayors and governors refused Trump’s offer to send the National Guard to help. NYS was nearly bankrupt before the virus because of poor management by Cuomo. Trump refused to bail him out .. well part of this is going to NY, CA and other Dem run states.
