You will have to ship UPS or FEdex and you’ll have to take it to a main hub. You can’t go to a satellite office. Not NYS rules but I think carrier rules. Also make sure it’s unloaded duh? I know but it is 2020. Also they will likely not let you ship it ground. I think 2 day air is what is normally required.
No law preventing you from shipping it to them and receiving it back directly. Ask the smithing company who they recommend as a carrier. One might be more reliable in their area.

Why shocked? Are you shocked by the realization that your programming, things impermeated into your subconscious thinking, is actually not based upon reality?
This is exactly what they want...
And no, the frame is a "PART"... There are no restrictions on shipping a piece, or part of a firearm to a Smith or manufacturer for "work" upon said pistol as it is not considered a transfer. Have fun...

Ask where you are shipping it to for a shipping label. You are simply carrying the frame to the USPS for them for shipping. Tell them you will pay the fee. Or, just ship USPS Priority mail and be done with it.
The Frame is the firearm according to the ATF. So you just cannot treat it like a firing pin or slide assembly. In other words make sure you are sending it (the frame) to a license holder or you will violate federal laws.
An individual can ship their firearm to the manufacturer or any other licensed shop for work. The manufacturer will ship it back to the owner when the work is complete. The only hitch would be if a pistol frame had to be replaced. Because of the Draconian laws in the PRNY the manufacturer will only ship a replacement pistol frame to a FFL. They will also provide you paperwork to get the old SN off your license.
I went through this with a Kimber pistol about 8 months ago. It is a pretty simple process.

No special trick. Went through it with Ruger before, but with the whole pistol. Shipped straight down, shipped straight back.

Check with your licensing authority. Orange County Clerk told me to always ship via an FFL to avoid any problems if gun is stolen in transit.
I shipped an "E" series G20 back to Glock via an FFL under warranty. Glock decided the gun wasn't repairable ( broken rails) and sent me a new one via the same FFL. It made the process with the County Clerk easier.

Nothing to do with Ruger actually. My bad habits with the slide stop caused the problem. Ruger warrantied it without question, and I am more than happy with them.

Had to send a rifle (Ruger) and my Sig P320 back to the factory for repairs . Had to go to Fed Ex to do it (the main hub which by me is in Newburgh not a satellite office). Other than the annoyance of the extra travel time there were exactly zero issues. Ruger wound up sending me a new rifle so I had to go to my FFL to pick that up (new serial number so it required a new NICS) and Sig sent it right back to me, though, it did require a signature.

yup, fedex/ups air only from a non-satellite drop off location. usps only if you have a current ffl.
