I’m new in the Port Crane, NY area. I’m looking for a place to ( legally) site-in a new gun since the ranges are all closed or private. Is there any public hunting lands nearby?

It's Crane, as in Jason Crane. It was named after him. He was an engineer that helped build the Chenango Canal. The hamlet was once a port on the canal system, hence, Port Crane. It was the second port, after Port Dickenson. Canal Street is where part of the canal used to run.

Fun fact, the First Baptist Church was originally brought in on a barge to it's present location. The original building, still in use, was moved from, I believe, Binghamton. If you look, you'll see that there is no steeple on the bell tower. The original steeple was removed to allow the building to fit under a bridge during it's move and never replaced.

On the other end of Canal Street, there used to be a general store. Ernie's Store we always called it. I remember getting candy there for a penny or a nickel depending on what it was. Old wooden floors. He was the 911 system before there was one. I heard that when they were cleaning out the building before it was torn down, they found his old KKK "uniform".

I dated the judge's daughter for a while during and after high school. They used to live on the street above Canal Street, across from the Catholic Church. I had a lot of friends in and around the Port at the time.

Where the DEC fishing spot is now, we often referred to that as Port Crane Beach. Had a lot of good times down there.

But as far as your original question, no, I don't know of any place off hand to go shooting there.
