Small black object flying in air sticks in bumper

"Well this is a first...a driver saw a small "black object" flying through the air while traveling on I-5. When the driver stopped for gas (about 18 miles later), they saw this stuck in their bumper. Troopers recovered the firearm and turned it over to Lakewood WA Police Department."

Yeah , when I saw the line, "Troopers recovered the firearm and turned it over to Lakewood WA Police Department", really my first thought was something like.. "Screw that.. I've got this huge hole in my bumper, I'm at least getting a free gun out of it"

I suppose that could be it but I have to wonder about this:

Why would state troopers turn it over to a local PD; that is unless maybe it was an officer's from that PD.
